A Slice of Life in Florida

This interesting little story from Hernando Beach raises an interesting question that was the subject of lunchtime conversation for some co-workers today.

Is your glass of water at a restaurant truly complementary and if so, then how could this ever happen?

I've seen people often whip out an iced tea or lemonade packet and dump it into a glass of water and have never heard of anyone being charged for doing that.
